This came out of a Chatroom discussion of who would fulfill what in a future Republican Presidency. Since I already penned out some thoughts, I volunteered to post it here. I would be interested in constructive ideas of who should go where and why.
Many of you feel that some departments should be eliminated. I agree - but what I want to hear from you is specifically what you would do. It is too easy (lazy) to just say get rid of... Tell us why you want it gone, how you would do it, and would you assign a different Dept. to take over some/all of its functions. Time frame for such actions.
I've missed some positions - feel free to opine on those too.

First he stated that the EPA should not be a cabinet level position, but a tad further down the hierarchy. After some discussion we agreed that it should become the Environmental Advisory Council and fall under the Dept. of Interior. We also thought similar things should be done to the FCC, FDA, and a few more alphabet agency's.
What this Advisory Council would do is advise only, not regulate. No enforcement powers.
There are national codes that are established by free-market entities that establish standards. Such as the fire code, electrical, plumbing, etc. Industry sets up these codes and they have provisions for states and even local jurisdictions to modify certain aspects of the code. Making the codes more or less stringent is the prerogative of the state or locality. So if the duly elected pinheads from San Francisco decide that this, that, or the other code is not to their tastes they can modify it and the electorate/business/etc. can comply or move.
Truly free market and pushes everything to the local level.
Side note. A liberal friend of mine works for the EPA lab. It is the only (Govt.) lab in the country he says that is capable of doing environmental forensics for law enforcement. While still severely downgrading the EPA, I would just transfer the lob lock, stock, and pinheads to the DoJ or better - the FBI. They deserve each other.
There you go, MR2, good work. You just identified a duplicate function of the federal mess. Merge, dismantle or decist should be our options for anyone of them.. Turn them in to the Department of DisMantling to Newt Gingrich and let them decide which stays which sails.
First and formost, MR2, I don't want a world governing body to exist anywhere and if it does exist we of the conservative vein don't want it to be anyway shape or form concerned with our sovereignty. Sounds like you believe the UN is a world governing body and if so you need a serious attitude adjustment. The phuquing UN is a communist tool to gain world domination. It has NEVER been and NEVER will be a world governing body in my lifetime. Forget, also, a Caliphate or muslim anything that thinks it will dominate the people of America.
All this rhetoric about whether we should or should not eliminate certain Federal Departments and HOW to eliminate them is wasted air. It is quite simple. The Federal government created these sorry ass departments to gain more and more control over the PEOPLE. They are all part of what we call BIG government and are socialist crap and nonsense from intellectual snobs who think they are smarter than We The People who need to be told everything that we need by some damn bureaucratic puke.
Clearing up this mess is simple. If the constitution does not allow it than it ends right here and now. It simply does not exist from this moment on. Get the states up and running their own business, which BTW, is none of the Federal governments business in the first place. Send the federal bureaucrats back to the work force and get their sorry assess and their elitist pensions out of the public sector. No pussyfooting around and no soft let down. DONE GET OUT OF WASHINGTON DC and find a job on the open market.
The UN exactly the same way. Get off my lawn. Get out of MY country and take you bed bugs and roaches with you. Burn the damn building down so there is no reminder that some damn future communist pushing freak can go back to for a rebirthing. We were doing well BEFORE the Leaque of Nations. Dismantle the UN from the world scene in the process of it leaving our shores. If a bunch of other low-life 3rd world countries want it that is their business but we disavowal all ties.
No Ruthie, you do not have to apologize to any elitist snobs no matter how much they try to intimidate you. You have spoken it as eloquently as I want to hear it. Straight and to the point is the only way to say it and you have said that well. This is Fundemental Refounding, not the UN Security Council. Get it done like true Americans.

...JUST popped in, and haven't had a chance to do much more than read the posts, but do have one suggestion for all to consider: ALL changes to Departments, Agencies, and Pet Projects need to be implemented and completed prior to the end of the next President's first term! AS we all know, anything that is scheduled to occur later more than likely won't happen, and in the present volatile political atmosphere, it's quite likely we may only have two years ~ until the 2014 midterms ~ to accomplish what needs to be done...

Apparently, all of the GOP candidates are going to have a "unity" get together, and heal their differences, and do some brainstorming......as bad as the campaigning was, that could only be a good thing......each bringing ideas to the table, and most importantly, sticking together, for the one commom goal of getting Obama's lying face out of there......

Two years be very rapid in dismantling program. It is much easier to get politician behind creating something than tearing it down.

The two year time frame for completing this is a must. The first year, the states are put on notice that funds will be block granted to them based on K-12 population and possibly factor in urban vs rural (more thought needed on that). There must also be a 'no-whine' clause in this, as I can already see the states lobbying for more funds for various reasons. This takes up valuable time, so it has to be this is the way it is, this is why, end of story. Various contracts promising higher wages become the states, and the states alone, problem.
The second year is where the money is actually issued to the states, and the entire department in DC transitions to merely being a line item on the budget.
While we are at it, the FDA gets its nose out of the school lunch program. The states would be encouraged to utilize their own agencies to oversee this. Free school lunch funds from federal programs must stop. Let the states manage that too, and let them figure out what will work for them to minimize the need for such expenses (like job creation, which should be underway as the feds are revamping and eliminating regulations that strangle this)
This is just a start!

How about by year three there is no line item in the budget and the Feds agree not to take that amount from the states/people in taxes?

...LEGISLATION passed in year one, goes into effect year two, completed year four. AS an example, legislation to remove federal involvement in Welfare to be introduced and passed in 2013, a 3 year phase-out [33% cut in federal funding each year], with the feds completely out of the picture come the 2017 budget ~ I used Welfare as the example, because it represents more than half of the yearly budget deficit. REPEAT as needed for all other unconstitutional programs, such as the elimination of Departments, Agencies, and Pet Projects. HOWEVER, things like NPR and Planned Parenthood, and useless, failed, Departments, like Energy, can be immediately defunded...
...IN ADDITION, most of the damage that has occurred, has been accomplished via Executive Order, and can be eliminated by simply issuing e.o.'s to countermand... this can be accomplished Day-1 of the new Presidency. CONGRESS then needs to write a new "definition" of how executive orders can be used... as we've seen, it is possible to actually RULE via E.O.'s, and this cannot be allowed...
...WHILE this is going on, WE have to be totally supportive of our representatives in DC ~ even if this means a constant string of public rallies all across the country ~ for the Left will be doing everything they can, legal and illegal, to bring pressure to influence our rep's to change their support...
Permalink Reply by JeansBrother on June 3, 2012 at 10:43am I suggest that in year three, collection of federal taxes that support education should be eliminated at the federal level. As a replacement, the states will begin collecting the taxes for education directly from their populations.
As long as the federal government is a pass-thru agency for the funds for education, there will be federal intervention/regulation of what the states are allowed/required to do with the monies that come via the federal government. State funding allows state independence w/re education. This is not to say that federal standards for education should not remain, but they would become nominal goals and practices instead. This would allow the states to adapt programs to local needs to achieve those nominal goals.
